Advocating for Transparency in Children’s Education: The Growing Up Program

In June 2025, Women Speak Tasmania reached out to Family Planning Tasmania (FPT) to request detailed information about the Growing Up Program (GUP), a sexuality and protective behaviours program delivered in Tasmanian primary schools. Our inquiry focused on understanding how the program addresses the concept of “identity,” particularly in relation to gender, and its alignment with the Australian Curriculum.

Our Concerns

The GUP is designed to be age-appropriate and evidence-based, covering topics such as identity, respectful relationships, and protective behaviours. However, we sought clarification on how the program teaches “gender identity,” especially since the Australian Curriculum does not explicitly mention this concept in its Personal, Social and Community Health strands. We were also concerned about the lack of transparency, as parents are not permitted to observe the lessons, and teachers have not always reviewed the materials beforehand.

Why This Matters

Education on identity and gender is a sensitive and complex issue. It is crucial that such topics are taught in a manner that respects diverse perspectives and upholds the rights of children. Transparency in educational content ensures that parents and carers can make informed decisions about their children’s learning and well-being.

Our Call for Action

We respectfully requested access to the complete lesson plans and teaching resources used in the GUP, particularly those covering identity and gender. If this was not possible, we asked for an explanation as to why. Our aim is to foster an open dialogue with FPT to ensure that the GUP aligns with the best interests of children and the values of the broader community.
